I am directed to inform you that the Governor understands that you, as proprietor of Lot No. 184, are indifferent or opposed to an agreement with the Government, on the terms to be sanctioned by the Reclamation Bill now before the Legislative Council.

His Excellency would be glad to know whether it is your intention to enter into such agreement with the Government, with a view to immediate consideration whether you should not be excluded altogether from the benefit of the scheme, by terminating the line of Reclamation east of your Lot. I am to request the favour of an early reply, as the second Reading of the Bill is appointed for the 29th instant.

In reply to your letter No. 450 of yesterday's date, I have the honour to say that, on the 15th August, 1887, and on the 27th June, 1888, I addressed you, asking certain questions with reference to the proposed Praya Reclamation Scheme. In answer to the first letter, it was suggested that my questions should be put to Mr. Chater, who had been accepted by the Government as Intermediary between the Crown and its Lessees.

I refused to accept any Intermediary in dealing with a Crown Lease. In answer to the second, I was informed that His Excellency the Governor was unable to enter into correspondence with individual Lot-holders.

In the absence of the information asked for, I have not been able clearly to place before the Lot-holders I represent, both here and in England, how their property would be affected by the Scheme.

But, if the Ordinance which has been published in the local newspapers contains the only terms upon which an agreement can be entered into, I must at once say that I decline to enter into such agreement.

For the information of His Excellency I may point out that if it be decided to deal with the Lots I represent by terminating the line of Reclamation to the East of those Lots, the Reclamation would not go further West than Pottinger Street.
